## What does Lake Oswego's Ordinance 2980 change?

Ordinance 2980 takes effect October 15, 2026, adds sidewalk restrictions, and sets a 15 mph speed cap on covered pathways. Check the current rule for the exact path or sidewalk you plan to use, because access can differ by facility. The ordinance adds local limits on top of the Oregon baseline in ORS 801.258 and ORS 814.410\.

## What does Ordinance 2980 change?

- **Sidewalk restrictions** — the ordinance limits e-bike operation on sidewalks. Ride in the road or a bike lane where sidewalk riding is restricted.
- **15 mph pathway speed cap** — on pathways covered by the ordinance, the speed limit is 15 mph. Slow further around pedestrians and in crowded or wet conditions.
- **Effective date** — October 15, 2026\. Before that date, the prior rules apply; after it, the new restrictions are in force.

## How does Oregon's baseline still apply?

Lake Oswego sits in Oregon, so ORS 801.258 (three classes, 1,000-watt cap) and ORS 814.410 (sidewalk operating duties) remain the floor. Ordinance 2980 adds local limits on top.

## What should I verify before riding?

1. The current text of Ordinance 2980 and its effective date.
2. Which pathways are covered by the 15 mph cap.
3. Which sidewalks are restricted.
4. Any posted signs, since signage controls in the field.
5. Seasonal or temporary closures.

## Is a legal route always a comfortable route?

Wet pavement, pedestrians, crossings, and narrow shared paths can change the practical risk even when riding is permitted. The 15 mph cap is a maximum, not a target.

## PNW reality check

### Rain

The 15 mph cap is a maximum, not a target, and it drops further in the rain.

### Pedestrians

Narrow shared paths put riders close to pedestrians, so slow before passing and leave room.

### Pathways

Check which pathways the 15 mph cap covers before you rely on it (Ordinance 2980).

### Reserve

On the city's climbs, leave a battery reserve rather than planning to arrive near empty.
